Perhaps a darker, stormy feel would convey the lack of leadership. The doom on the horizon could be emphasized in the background with art that symbolize a storm approaching. So, maybe stay away from the white backgound. I like your idea of keeping Barack's original logo intertwined with your new logo, and the idea of breaking the logo apart is a good one. But, make it shattering more. It will add a three-d effect creating action and motion, helping to bring your logo to life. Just some thoughts.
